The UAE is seven emirates federated in 1971, and the two that matter to most visitors are Dubai and Abu Dhabi. Dubai is the more visited and is exactly as advertised - the Burj Khalifa at 828 metres, malls with ski slopes, and a hospitality industry engineered to a standard few places match. Abu Dhabi has the Sheikh Zayed Grand Mosque and the Louvre Abu Dhabi under Jean Nouvel's perforated dome.
What gets missed is everything else: the Hajar mountains around Hatta and Fujairah, the dunes of Liwa on the edge of the Empty Quarter, mangrove kayaking, and Sharjah's museums, which take the region's history considerably more seriously than the marketing does. It is expensive, hot for half the year, and easier to visit than anywhere else in the Gulf.

Dubai from above and below

The Liwa dunes and the Empty Quarter
Three hours from Abu Dhabi, the dunes reach 300 metres at Moreeb and the Rub al Khali begins. Desert camps here are a different proposition from the ones an hour outside Dubai.
The east coast and Hajar mountains
Fujairah and Khor Fakkan on the Gulf of Oman, with diving, the country's oldest mosque at Al Bidyah, and mountain wadis behind them.

What changed

The medication list matters more than any of that: codeine, tramadol, several sleep aids and common psychiatric and ADHD medications are controlled substances here, require prior approval from the Ministry of Health, and people have been detained for arriving with a prescription that is unremarkable at home. CBD products in any form, certain e-cigarette liquids and poppy seeds are prohibited outright, and the customs search at Dubai is not cursory. Hotel rates are the whole seasonal story and the swing is extreme - the same room can be €80 in August and €260 in January, with a further spike over Christmas and New Year. Summer is genuinely cheap and genuinely unpleasant outdoors. Transport, food and attractions are flat year-round.

Practical guide
Getting there
Dubai (DXB) is among the busiest airports in the world and Abu Dhabi (AUH) is a major hub; both connect almost everywhere. Sharjah and Ras al Khaimah take low-cost flights. Land borders with Oman are open and used, and Saudi Arabia is reachable by road.
Getting around
Dubai has a driverless metro, trams and cheap taxis, and Careem and Uber both operate. Abu Dhabi relies more on taxis and buses. Between emirates, intercity buses are cheap and a rental car is easier - roads are excellent and fuel is cheap. A car is essentially required for the mountains, Liwa and the east coast.
Money & costs

Safety
Extremely low crime and safe at any hour. The risks are legal rather than physical: drug laws are severe and include trace amounts and some prescription medications, which have led to detentions; public intoxication, offensive language and rude gestures are offences; and debt is criminalised, which matters for anyone with financial ties here. Summer heat is a genuine health hazard. Road accidents are the main physical risk.

Local SIMs and eSIMs are easy and coverage is complete including in the desert along main roads. Note that VoIP calling over WhatsApp, FaceTime and similar has been restricted for years, which surprises visitors - use a VPN or the licensed local apps. Free wifi is universal.

Driving
Roads are excellent and speeds are high, with a small tolerance above the posted limit in some emirates and none in others. Zero tolerance on alcohol is absolute - a single drink before driving is a criminal matter. Desert driving requires a 4WD, deflated tyres and experience; going alone is how people die out there.

What are the actual rules on conduct?
Less restrictive than the reputation and stricter than Europe. Alcohol is served in licensed venues and tourists may buy it; public drunkenness is an offence. Modest dress is expected in public and malls, and required at mosques. Public displays of affection can attract complaints. Same-sex relations are criminalised in law, which LGBTQ+ visitors should factor in even though enforcement against tourists is rare. Photographing people, especially women, without consent is a genuine offence.
Dubai or Abu Dhabi?
Dubai for scale, shopping, food and nightlife; Abu Dhabi for the mosque, the Louvre and a calmer pace. They are ninety minutes apart and most trips do both. If you want the region rather than the showcase, add Sharjah's museums and a couple of days in the mountains or at Liwa.
How bad is the summer?
From June to September, temperatures pass 45 °C with high humidity on the coast and the practical experience is moving between air-conditioned spaces. Hotel rates fall by half or more, which is the trade. November to March is the season, and December to February is genuinely pleasant.
