Electronic Road Pricing gantries charge by time of day and congestion level across the city centre - rentals carry the in-vehicle unit.
Headlights
Not required by day.

Do not rent a car. Vehicle ownership costs are the highest in the world by design, parking is expensive, and the MRT goes everywhere. The only reason to drive here is to continue into Malaysia - and cross-border rental rules are restrictive.
