Winter equipment - snow tyres or chains - is legally required when conditions demand and is enforced. The Envalira pass at 2,408 metres is the highest paved pass in the Pyrenees and can close in storms; the toll tunnel beneath it stays open. Customs checks on exit are routine, not exceptional.
