A home licence is generally accepted for short stays and an IDP is a sensible backup for checkpoints - but under current conditions self-drive is not recommended at all; nearly all foreign visitors move with arranged drivers.

Low beams at night; many local vehicles run without lights - avoid night driving entirely

No enforced requirement - bring your own seat

Self-drive is NOT advisable under the current security situation: roadblocks, carjacking and fuel shortages are documented risks, and foreign ministries specifically warn against road travel. Limits above are nominal and rarely posted or enforced.
