Vietnam recognises the 1968 Vienna convention permit only, and it must be paired with a matching home licence category. Renting a motorbike on a car licence is uninsured riding, which is how most claims get refused.

Renting a car with a driver costs little more than renting one alone and removes the licence problem entirely. City motorbike traffic moves as a flow - pedestrians cross at a slow constant pace and let it part around them.
