The Smallest Part of the Problem

A hotel guest uses far more water than a resident, and almost none of it in the shower. Where it actually goes, why the tourist peak lands in the dry season by construction, and the aquifer damage that cannot be undone.

A hotel guest uses substantially more water per day than a resident of the same town, and in a water-stressed destination that difference is not a curiosity — it is a distributional question about a resource with a hard limit. Several regions have now had the argument in public, during a drought, with tankers arriving in villages and hotel pools full a few kilometres away.

Where the water actually goes

Not mostly on showers. Across studied destinations, the large consumers are irrigation of landscaping and golf, pools and their evaporation, laundry at hotel scale, and the food system supplying the visitor — which is usually the largest of all once the water embedded in agriculture is counted. A guest’s personal use in the bathroom is a small share of the total attributed to them.

That means guest-facing conservation campaigns address the visible part of the problem rather than the big part, and it is worth being accurate about scale rather than dismissive. Reusing a towel is a good habit worth roughly what it is worth. A property that has re-landscaped away from lawn, installed grey-water recycling for irrigation and toilet flushing, or covered its pool overnight has done something an order of magnitude larger, and it has done it without asking the guest for anything.

The towel card asks the guest to solve the smallest part of the problem, and it is the only part the guest is shown.

The seasonal collision

The worst cases are structural rather than wasteful. In Mediterranean-climate regions the tourist peak coincides exactly with the dry season, so demand peaks in the months when supply is lowest and reservoirs are drawing down. This is not a behavioural problem and cannot be fixed by better guests; it is a mismatch built into the shape of the industry, and the only real levers are storage, reuse and moving demand into other months.

Island destinations with small aquifers face the same collision with no hinterland to draw on, and a great many now run substantially on desalination — which solves the water problem by converting it into an energy problem. That works well where the energy is renewable and poorly where it is diesel, and it adds a brine-disposal question that is manageable at small scale and less so at large. It also makes water a marginal-cost commodity rather than a fixed resource, which changes the politics considerably.

Aquifer overdraft is the failure mode with the longest tail. Coastal aquifers pumped beyond their recharge rate draw in seawater, and salinisation is extremely slow and costly to reverse — decades of managed recharge in the best cases, never in the worst. A destination in that position has borrowed against a resource it cannot repay, and the tourist infrastructure built on the borrowing becomes a liability for the residents who will still be there when the wells turn brackish.

The argument that is actually being had

It is not about whether tourists waste water. It is about allocation under scarcity: when there is not enough, who gets it, and in what order. A hotel is an economic activity employing residents and generating tax; a farm is another; a household is a right. Every drought in a tourist region produces a version of this argument, and it is a genuine political question with no technical answer.

Where it goes badly is where the allocation is invisible — where hotels draw from private boreholes that are not metered against the public supply, so residents on restrictions can see full pools and cannot see the accounting. Transparency about who is drawing what does more for the politics of this than any conservation campaign.

What a visitor can usefully do

Choose the property, since that is where the leverage is: ask about grey-water reuse, native landscaping, pool covers and whether the water comes from the public supply or a private well. Properties doing this are usually pleased to be asked, which is itself a useful signal.

Avoid golf in arid regions — course irrigation is among the largest discretionary water uses in tourism, and the one where the substitution is easiest. Eat locally grown food where local agriculture is adapted to the climate, and be aware that out-of-season produce in a dry region is frequently irrigated there for export rather than imported.

And take a drought restriction seriously when one is in force. In a destination where residents are on rationing, a visitor who behaves as though the rules are for other people is making the case, on behalf of every other visitor, that the tourism economy is a claim on water the town cannot afford. That argument is being had in several places right now, and it is not being had in the abstract.
